Re: [publication request] Requirements for Chinese Text Layout

clreq folks, Denis,

i'm wondering whether we need a w3c home page announcement for this 
publication.

i'm inclined to not announce on the w3c home page.  I will still 
announce on the i18n home page (which goes out to twitter).  We could 
perhaps save the w3c home page announcement until we have the glossary 
and SC text sorted.

what do you think?
