WICD core "param render static" testcase bug

Hello cdf,

I belive there's a bug in the testsuite, in the WICD Core 1.0 testcase #7 #9, "param render static" [1].

According to [2] scripted animations should still run if <param name="render" value="static"> is specified. The referenced svg image has both declarative and scripted animations (rotation is declarative, colorfade of arrow is scripted). The test pass criteria says:
  This test has passed, if the left SVG animates, while the animations of the right SVG are stoped.

It should say that the right SVG must not rotate, but that it must fade the color from black to white continously.
