 From the description in

not able to determine what exactly the size of an SVG image will be when  
no size is given in the SVG file (meaning that it has a height and width  
of 100%). Please describe exactly, using RFC2119 terminology, how UAs  
should determine the size of the SVG background image preferably in terms  
of CSS 2.1.
