WICD Full should support XHTML Modularisation 1.1

Hi,

XHTML Modularisation 1.1 [1] supports the validation of compound
documents based on XHTML. Since WICD Full is a profile that uses XHTML
1.1 I would suggest that it leverage XHTML M12N 1.1 more directly.
