Yes, thats why the specification says

  Document formats conforming to WICD Core must use the Timing and
  Synchronization model defined in the SMIL specification.

However, the SMIL specification also puts certain requirements on a host
language; the WICD specifications define those aspects,as they are
required to do by the SMIL specification.
