Which notes "This is the 15 December 2005 Last Call Working Draft of the
CompoundDocuments by Reference Framework." That seems a bit odd, doesn't
it? http://www.w3.org/2005/03/28-editor-style is W3C's policy for this
kind of document. Why doesn't the Working Group publish these documents
through the normal W3C publication process?
