[CDF Framework 1.0] 2.2.2 SVG Animated backgrounds

Section 2.2.2 states:  "Non-animating scalable images (SVG) must be
supported for CSS background images. Conformant content must not
include animated backround (SVG) images"

Yet the first bullet under Section 2.1 states "Graphically rich
content, possibly including animated background image." and the CDF
Use Cases and Requirements document Sectoin 1.2 also states identical
verbage.  It is one of the main use cases.

Please support animated background (SVG) images and allow it to be
conformant content.
