I did. It doesn't require much - at minimum almost nothing at all, but  
that would be a failure to ask for what we want. The full proposal is (in  
essence) "make image maps do what HTML 4.01 made them do". The minimal  
version is also already implemented in Firefox and Opera and I believe  
Safari and IE...
