Web & TV IG plans for a Testing Task Force

As discussed in the Browser Testing and Tools WG F2F meeting at TPAC today, here's an overview of the Web & TV IG's plans for starting a new testing Task Force. The goal is to write testing requirements from the TV POV. We'd like the TF to work with the Browser Testing and Tools WG.
