Not just final, but exceptionally final version of the addendum

Hi all,

As per decision on today's call

...
> RESOLUTION: Adopt Chaals's resolution, request update from editor
> and publish

Changes made:
- changed dates and links to versions
- I have removed the offending bits of text and added this extremely
final version to this mail.

However, the document was still a draft, so

- I have changed the style sheet to W3C-WG-NOTE
- I have changed the word "Draft" in the "Status of this document"
section to "Working Group Note".
- I have added the sentence "The Working Group has expressed its
consensus in support of publishing this Note."
- I have changed the last paragraph of this section to say that this
document may be updated...etc.

However, the text in this section does not conform to the Text of
Working Group Notes that I could find in the W3C Process Document or W3C
Technical Reports and Publications.

Usage of the Status section varies widely, with published documents
stating invalid information, such as it being a draft document.

Could W3C staff please give guidance on this?
I am happy to implement the changes.

Note: I am not sending the image file, assuming it will be at the same
location.
