Thanks to François for managing the transition to W3C Working Draft [1]. 
The document includes the warning "The Working Groups believe this 
document is complete and do not anticipate any substantive changes. This 
draft is provided as a last chance for review and feedback before 
publication as a Working Group Note." and "Please send comments on this 
document to public-bpwg-comments@w3.org ... by 16 June 2009."

So hopefully by 16 June we should be ready to transition to WG Note (and 
make the single HTML file).
