[questionnaire] CT: Mandating respect of heuristics

Dear participants of the Mobile Web Best Practices Working Group,

As agreed during today's call, I prepared a poll on the question on 
whether explicit mobile heuristics should be respected by Content 
Transformation Proxies or not.
