I have reworded it a bit and tried to make it less negative (following
comments from EOWG). But I haven't taken out the bit about user needs.
I understand what you mean, but I think something needs to be said
there. Sometimes it is just about considering other users (like for
colour contrast for example). Perhaps it just doesn't need to be said
upfront in the introduction.

Any thoughts from EOWG?
