Drafting responses for the Last Call comments resolved "no"

Hi,

We addressed most of the Last Call comments last week during our F2F:

I reported all the resolutions to the Last Call comments tracker and 
updated the status accordingly to "resolved_yes", "resolved_partial" and 
"resolved_no".

While Jo is busy preparing the updated version of the working draft, I 
propose that we start drafting the responses that will be sent to the 
commentors. Comments for which we resolved yes or partial will likely 
require pointers to the updated draft, so I suggest we address them 
afterwards, and rather focus on the ones for which we resolved "no".

The goal is to:
  1/ fill out the "Resolution" part of the form with a motivated 
response to the commentor. The more precise, the better.
  2/ check the "Response drafted" checkbox in the Response status area.
  3/ click on the "update" button

I kept the same repartition as the previous one, which means some of you 
simply do not have anything to do.
This also means that Jo gets probably more than he deserves. Let me know 
if you want me to redistribute your comments among other participants, Jo.

Note that all responses will be reviewed and polished afterwards.
