ACTION-765: Cache-Control and meta http-equiv

Good point Heiko,

I knew we had talked about that before, be it only for a few seconds. I 
just couldn't remember when. Thanks to the archives, now I do :)

Jo raised the point a few weeks ago:

and we took the resolution to include the meta http-equiv element as a 
possibility to define the Cache-Control directive in HTML pages in next 
revision of the draft.

So, it's on its way!
