ACTION-757: Seek opinion on CT Patent issue

In the BPWG teleconference on May 15th, I was asked to look into the
normative vs. informative issue with respect to the CT Guidelines from
Novarra's perspective.

Novarra would prefer that the CT Guidelines be a normative
recommendation.  Novarra does not anticipate having to disclose any
patents or pending patents if the CT Guidelines were to become a
normative recommendation.
