Re ACTION-683 to raise an issue about what inferences can be made about
a URI given previous interaction with the Server:

I've got no specific recommendations to make about defining the scope of
a priori knowledge and therefore propose the bullet 3 text remains
unchanged.

(I've had a look at what we do today and we take a very cautious
approach, caching what we learn on a domain-by-domain and user-by-user
basis. Over time, we may want to change this for something better, so I
think it's important for W3C not to be too prescriptive in this
respect.)
