sent [1] on the Last Call Working Draft [2] of the Content Transformation
Guidelines 1.0 published on 1 Aug 2008. Thank you for having taken the time

Working Group Resolution (LC-2010):
This comment is reasonable but does not apply to the latest version of the
guidelines: we do not propose to use fragment identifiers as a method to
achieve identification of the target anymore.
