[THEMATIC_CONSISTENCY]: I mean this BP helps users with disabilities because
if a URI can give a coherent content as much as possible range of devices,
users with disabilities will have more chances to access to this URI with a
thematic coherent experience (note that while some users with disabilities
try to use the most advanced mobile devices in order to run their assistive
tools properly other user with disabilities try to have the simplest and
easiest mobile devices, for example, old people or users with cognitive
handicaps).
