Here are my comments: 
I note that you have record keeping under Government.  I believe this is not a logical place for it.  Record keeping cuts across all sectors as a core offering of blockchain. If you think about it a blockchain - which is a distributed ledger - is essentially a record keeping system, just as all ledgers are part of the books and records of an organization.  
The research problem I have been working on is this: even though blockchain’s core premise is to deliver more secure, disintermediated record keeping, it is still lacking some key features needed for trustworthy record keeping which need to be addressed to empower the technology to deliver on its main advantages.  That’s something Manu and I have explored in a recent paper, for example.  
So, under government, instead of record keeping, I’d suggest:
-Land title registration and surveying-Civil identification registration-Healthcare delivery (in many countries e.g. Canada, Sweden, the UK, this is a public sector function), which doesn’t preclude its being it’s own sector either (you can just reference over to the Healthcare sector)-Federal register/state gazetting of laws-Registration of wills
Under Financial Services, you might also consider adding:
-Payments & settlements-Corporate finance-Trading & sales-Agency services (e.g., escrow)
