recommend additional chairs

Hi.

let me recommend additional chairs.

after Blockchain&Web Workshop
we found great opportunities in blockchain area.
also blockchainCG will be able to support multiple projects.

I have talked with current Chair (Nick Lee) and Doug Schepers who leaded
workshop successfully.

to expand group capabilities, we need additional chair.

let me propose to our group nominating Doug Schepers(schepers@w3.org) as
co-chair of BlockchainCG.

traditionally, W3C had multiple chairs at each groups to be backup of other
chairs.

any comment?
