Re: information resource note #573

OK, I've dealt with your comments as best I could.

I've changed the title and rewritten the abstract in order to more
strongly emphasize metadata, and made a few other changes, including
to the diagram.

I changed the example IR from "The Fish" to "Trouvee" because I felt
the squashed hen is a better symbol of what will happen to Web
metadata if Harry gets his way and the httprange-14 resolution is
retracted. :)

The deadline for TAG F2F preparation materials is May 23 (2 weeks
before the meeting, which is June 6-8). I will have limited time to
work on the two documents (IRs and issue 57) before then. My plan is
as follows

- I think the IR note is ready for TAG review. If additional comments
come in soon I'll try to address them. I may send it out a bit earlier
than May 23.

- Re issue 57, I still need to finish making the changes suggested by
Harry and David to which I agreed. I'll do this at the earliest
opportunity, but if I run out of time I may put the issue 57 draft to
the TAG even if not all changes are done.
