information resource note #573

After struggling for a few days, and rewriting several times, I now
have a note on 'information resources' ready for your perusal.

It is pretty short.

I am feeling almost good about it, which means there must be something
horribly wrong with it.
Comments welcome.

(This is a subtask of finishing the issue-57 document. At the last
telecon Harry and David asked me to split off the info-resource
appendix into a separate document, and this is that.)
