Re: Please review, About the ACT Rules CG

Putting this text as issue makes it really hard to comment.

I'm quite concerned by the description, which seems very different from 
how we have been describing ACT in the work statement, wiki, and even in 
the current description of auto-WCAG (which precedes ACT definitions):

I think this can be fixed with minor tweaks to adjust some nuances. Or 
maybe it is better we keep the current text (just replace auto-WCAG with 
ACT Rules) for now because I think we need to revise much more than this 
one page but we could do that collectively after launch. Up to you.

I have several other minor comments (such as referring to an individual 
testing methodology and to specific countries/regions, while we need to 
be broader than that) but it is difficult to comment in this format.
