Auto-WCAG Github permissions change

Hey everyone,

I wanted to update you all to let you know that Auto-WCAG has changed its
permissions policy on Github. You can find the details in the following
page:
https://github.com/auto-wcag/auto-wcag/issues/371#issue-390371493

I have removed write access from all but the most active participants to
the Auto-WCAG Github repository. I have also removed the constraint that
pull requests to the master branch need to be merged by an administrator.
Anyone with write access will again be able to merge pull requests.

If you are not currently a contributor on Auto-WCAG Github, and would like
to review or submit changes to rules, please e-mail me directly. The same
goes for people with read access who feel they need write access. I am
trying to keep this number to a minimum, so this will not be granted
automatically anymore.

To everyone with write access I ask that for any new rules, or substantial
changes to rules, you do not merge pull requests until they have been on
the agenda of at least on Auto-WCAG call.

Kind regards,
