Teleconf minutes (May 24 and May 31)

Just a quick update from the May 24 and 31 teleconf.  Attendence was very
light.

As usual, looked at the new issues and assigned appropriate labels and
milestones.  Nothing really controversial.  Reviewed PRs if possible.

Look forward to seeing everyone at the next teleconf on Jun 7.  Hopefully
we can get an update from Chris about the public draft and some information
on how to proceed with the GC issue.  It seems to have hit pause with no
further discussions and no further progress.

We're in the home stretch; let's finish the race!
