Chris Lowis of the BBC expressed a preference for leaving this up to the
implementation.  Chris can chime in here, but I believe he would like to
avoid locking the spec into something which could be improved as better
datasets become available.  I'm neutral on the issue.  In any case, I am
happy to share the dataset used in WebKit.
