I note that CoreMIDI explicitly disallows running status:  it says "data: A
variable-length stream of MIDI messages. Running status is not allowed."  (from
http://developer.apple.com/library/ios/documentation/CoreMidi/Reference/MIDIServices_Reference/Reference/reference.html#//apple_ref/doc/c_ref/MIDIPacket)

I believe we should follow this precedent.
