WebIDL fixes to the spec

Hi all,

I'm looking into start implementing Web Audio support in Gecko.  We're
using a Web IDL parser which allows us to catch the places where the
IDL definitions in the spec are not valid Web IDL.  As I'm fixing the
IDL files in Gecko, I'm also interested in upstreaming the fixes to
the spec.  What's the best way of doing this?
