aria working group list

A number of members have still not been able to join the new ARIA working
group. In particular there is a delay in processing invited experts.

We will not be formally using this public-aria until January.

I know we all like having are own list because you all earned it due to
stellar work. Please refrain from having discussions on this list until
January. We will post minutes of meetings to both lists just so we have a
record.
