Defining minimum versions of required dependencies (was Re: ARIA Implementation Testing agenda item for ARIA call this week)

Jon, related to this thread: Something that I think we should do at some
point is define the minimum versions of required dependencies for each
platform for the purpose of testing. Otherwise we're in danger of people
reporting things failing, and the reason for the failure will turn out
to be the tester's system rather than the implementation.
