RE: ISSUE-22 (ac4csr-webarch): The AC4CSR spec and "webarch" [Access Control]

In what way is it purely non-Normative?  It is a W3C Recommendation.
I'm not sure what you are suggesting to the Working Group on handling
issues that may be covered by Web Arch.
