[widgets] Spec updates

Please note that the widget packaging specification has been updated
to include a new i18n model. Please make sure you read the
specifications if you are coming to the F2F, as we only have two days
to get through issues. Please bring detailed technical feedback if you
are coming, particularly on the processing model. The goal of this F2F
is to determine what we need to do to get the P&C and Dig Sig specs to
Last Call by October; we also want to make sure that the Requirements
doc is feature complete.
