No, the draft uses the term for things that are non-conforming and for
conditions that arise from individual user agent's limitations, such as
use of scripting languages a given user agent does not support. Clearly
document conformance should be independent of user agent limitations,
including configured limitations such as which languages are accepted.
Using the same term for both is indeed very confusing.
