[AC] except -> deny

Hi,

I'm thinking of changing "except" back to "deny". "except" together with  
"accept" is just too confusing when talking about it. I'll do this when I  
get around to making the document more clear with respect to authoring  
versus user agent requirements as indicated

Hopefully somewhere next week.

Note: This is just about changing the name, not any of the semantics.
