[AC] Some typos

Some typos in the Access Control spec:

"2. Access Control Read Policy", fourth paragraph: "The list order
irrelevant" should probably be "The list order is irrelevant"

"2.2. <?access-control?> processing instruction", second paragraph:
"... two pseudo-attributes which easy take a space-separated list
...". Should probably be "each" instead of "easy" there.

"3. Matching Algorithm", first example: "The above algorithm the minus
the actual ...". An extraneous "the" there.

Under the same heading, in the algorithm (fifth item) it says "...
drop the scheme from both including the // sequence following it".
"//" -> "://"
