[XBL] XBL 2.0 and XML Events

In the XBL specification, there is no mention of XML Events at all. There might be questions by developers about the two spec interactions or things that the developer should take into account when developing a user agent. It would be worth mentionning in XBL and coordinate with HTML WG.
