Hi.

This is a last call comment on the XBL 2 Editor’s Draft (dated 27
October 2006).

3.2.1 Importing Binding Documents

  Whenever an <?xbl?> PI causes a binding document to be loaded, the
  bindings-are-ready counter in the bound document must be increased by
  one. (The bound document might not be the same document that the PI
  itself is in.)

I don’t understand why the bound document isn’t always the document with
the PI in it.  Could this be clarified (to me (if it’s obvious and I’m
stupid) or in the text)?
