These are two different concepts.  The first declares the shadow content
element to be a pseudo-element of type ::value
(http://www.w3.org/TR/xbl/#pseudo-list), and the second declares the
value attribute on the bound element to be forwarded to that shadow
content element (http://www.w3.org/TR/xbl/#attribute1).
