[XBL] Bindings are ready

Dear XBL experts,

This email comments on the 7 September 2006 LCWD of XBL 2.0.
In Section 4.1, "The Bindings-are-Ready state", what is the scope of 
"bindings-are-ready" counter ? document based, session-based ? I believe 
it's primary document based, if primary as the same meaning as in SVG. 
Could you please clarify.
