+1. Yes, this is a part of my thinking also - the tricky part with that 
is ensuring that environment will facilitate and be an enabler of 
accessibility. To do this, we need to identify the parts of the 
architecture and eco-system that need attention. My concern is that if 
there is a view taken that accessibility only happens in the UI, then we 
may struggle later on with ensuring lower level protocols are supported.
