Per your suggestion we have opened an issue on the WHAT-WG Notifications
API:

Comments from the Notifications editor have included the suggestion that
our feature request might be more appropriate on the Push API
specification--we're caught up in a circle now.

Following another suggestion from the Notification Editor we have
scheduled a special APA teleconference to discuss our issue for
Wednesday 11 October at 1:00 PM Boston, which is 17:00Z. Please join
this conversation if you're able. Details will follow closer to that
date.
