Decision on CfC: Publish CAPTCHA Wide Review Draft

Colleagues:

Only messages in support have been received in response to the Call for
Consensus below, this CfC is therefore agreed to as a consensus decision
of APA and our document will now be published for wide review.
 
 Thanks to all who provided edits and comments. I believe all are now
 reflected in the draft we will publish. The edited draft is available
