Meeting minutes, 2017-02-03, including resolutions to publish notes

The minutes of the meeting are here:

Note that the group has also taken two resolutions, namely:

	"The Working Group asks the Director to authorize the publication of the Selector and State note as a Working Group Note, with the short name 'selectors-states'"[1]

and

	"The Working Group asks the Director to authorize the publication of the Embedding Web Annotation in HTML note as a Working Group Note (modulo the editorial changes agreed upon today), with the short name 'annotation-html'"[2]

Per charter, these resolutions become final unless a member of the Working Group objects in the coming 5 working days.
