Re: Publication request: 2 documents for CR publication on the 22nd of November

My preference would be to take them out completely. We don't need to test
for non normative things ... such as extensions, or new Motivations via
skos patterns, etc.

I don't mind if we leave them in the optional part, but it makes it harder
to separate out the "only one implementation" of a particular feature when
we come to defend the transition.
