@gsergiu you mention that "adding an example with non dereferencable 
IRIs (i.e. URNs)" is sufficient to close this issue. See:

The section which contains that issue goes into more detail of the 
specific use case, and explains one of the many scenarios in which 
non-dereferencable IRIs valuable:

The group MUST not change the text to a SHOULD because it MAY NOT be 
appropriate to the wider, off-Web world of annotation. 📚
