Re: [web-annotation] JSON-LD Frames should be dereferenceable ... where?

If they are on /TR, the become immutable. Given that the frame 
specification may still change, that may not be a good idea.

We can also put it as, say,

http://www.w3.org/annotation/vocab/frame.jsonld

or something like that.
