I guess it goes down to the interpretation of the definition of 'multiple targets': "Body is considered to be equally related to each Target individually". The 'individually' to me means that using multiple targets does not convey the fact that those targets have to be seen as a single unit and that the annotation is targeting all of them at the same time (i.e. if one is missing the annotation is not meaningful anymore).
