Procedural comment: any *editorial* change, that constitutes simply clarification, can be done for the Proposed Rec version of the specification and for that only. The CR version *is closed*. I do not want to interfere with the discussion regarding this (I must admit I do not have a strong feeling either way, here). Administratively, if the consensus is to do this for the Proposed Rec, then the milestone should be changed to V1 PR.
