Proposal from Rob (as chair) on how to move forwards:

 * Chris and Doug to frame the issues to the mailing list
 * Discuss there, with respect directly to deliverables we intend to take
to CR (model, vocab, protocol)
  * Formulate more granular issues from that discussion
  * Discuss those issues in the regular process
